Opening config file with browser??

So I've got some customer kits I want to use in FM17, I open up the config file for a kit pack I downloaded but the config file opens in my internet browser when I open it. I go to open with and select notepad, make changes to it so my new kits are in, reload skin in FM but it doesn't change the kits and the config still opens with my browser when I double click it.

This never happened with 16, anyone else had this issue?

What format your files is? if it is in XML and not setup any default program to open..I thought most of time it will go to browser to open it.

Goto your config file right click it then edit. not open
