Opposition Instructions ?

I would appreciate if someone would help me in this matter. I saw plenty of tactics that do not require opposition instructions. I don't really understand this. When you want to play possesion football you must not give your team OI and when you play Counter you give OI ?

I think that it is because a lot of people believe that OIs don't work that well in the match engine and actually they end up causing more problems than they fix.

Also people who make tactics don't test any OIs, I don't know why, maybe to keep it simple? Anyway, I have certain OIs I use almost every game regardless of the tactic I use.
