Outfield goalkeepers??

So I created a new game after the 15.3 update, and noticed something weird.
Every single outfield player has a goalkeeper rating of 3. EVERY SINGLE ONE. I then created a new save, thinking it was a bug, however it is the same in that one! Is this just a new feature?

To me it seems kind of weird that every single non-goalkeeper is an equally good goalkeeper.
Any thoughts?

It's always been like this bar a few... I seem to remember Wayne Rooney for example has a stat of 4 or something similar
