Owners Willing giving tons of transfer fee when asking

Hi just wondering seem 9 out of 10 times I ask for extra transfer budgets just to see if they will give it to me and it always seems they do few times with almost no cash in the bank don't but here is my more recent one to do just wondering how often it happens to you guys
