PA change

Quick question,

if I changed a players PA from -9 to -10 in the editor would the player ?ver reach that potential if his stats were not touched?

Or similarly if I changed someone from 170 to 190 but change no stats, would he become that good?

His PA is "what could be" so there is no reason to think he can't reach his peak. The chances of him reaching the full 190are slim since you need a combination of the right facilities, league standard, personality, coaches, tutors, playing experience, ect.

Also consider his age. If he's over 20 and his CA is less than 120, no matter how high his PA is, he simply won't have enough time to reach his PA before he reaches his peak and stops developing.
 
If you want a player to reach his peak you should edit his professionalism. High stats on professionalism means how hard working he is and how good his general attitude is. The player will develop well, endure harder training and respond better to discipline. Example: Signed Ravel Morrison for Man Utd. He's got 2 in professionalism. He complains about training being too hard and his stats have been pretty much the same the last 1,5 season.
