PA vs Star Rating

Okay, I've been noticing something with a lot of players. Even when they are supposed to have a good PA, their potential ability in stars is quite below expectations. Let's take, for instance, Sani Emmanuel or Torric Jebrin. I've never seen this guys rated well by my scouts, yet they are supposed to be good (-9). Just to be clear here, I haven't bought them either so I wouldn't know if they develop well or not. I've also had a kid with a -6 PA, which was rated as having 2 1/2 stars PA, get as much as 4 stars PA after a couple seasons and being touted as the next Rio Mavuba. His attributes also increased quite a lot during this period.

So, any of the more experienced players out there have an opinion on this? What's with the divergence between actual PA and rating? If anyone bought Jebrin/Emmanuel and can provide a screenshot showing some developement it'd be cool, too.
 
Pa is something that a player potentially CAN achive, not WILL. Most of the times youngsters with good listed PA have poor star rating either because your coaches suck or because their personalities suck, there fore they will never reach their PA( being lazy, subborn etc). Tutoring can change that and raise the stars though, provided you have decent tutors...

I know that it's not a certainty that he'll get that PA, although I hadn't thought of scouts taking personality traits into account.

//Edit - Did a quick check and it doesn't seem likely - even professional players are "underrated" in terms of stars.

What are your facilities like? The star ratings take into account the level your playing at, the facilities, the coaches abilities, the scouts abilities, The best player in the respective position at your club, ect. A player with a -9PA might be A 5 star player for West Brom but then he be a 2 star player for Chelsea while he may also be a 3.5 star player to an Everton scout.

All the variables attached with youth players make its pretty dam hard to know who will reach what potential.

I almost always play **** clubs, that's why it's surprising. If I scout, for instance, Julio Furch (PA -8) and Rogelio Funes Mori (Also -8), the latter get's twice as many stars as the former. Even though Funes Mori has better CA, I would expect this to be reflected only on CA rating.

If your scouts have a bad 'players current ability' & 'players potential ability' then id take the reports with a pinch of salt. At LLM level, its more about having the right player than the best player in any given position.

It's not LLM, it's relegation.threatened clubs, actually. And my scouts usually have 16-19 CA/PA judging, so I tend to trust them :P

You said it was a **** club so I assumed you were deep down in the league system, sorry my bad.

Personally I dot pay a huge amount of attention to just the star ratings. I look at the player, see if I can sport any potential myself. Have my scout look at him for 3 match. If he impresses maybe bring him in on loan and see how he reacts to my coaches and if he fits in with my reserve/U18's team. and if he dose, I bid.

Not quick by any means but I don't like wasting money on players who will just sit there and do nothing.

Well professionalism is only one thing.. They might have **** ambition, determination or any other stat that plays a part in growth..

"-" PAs mean variable though.. -8 is 130-160 pa, so you are maybe unlucky...
 
It might be the scouts taken into account where the player plays. And working out from the players potential stats and how good he'll be in that position. Like a winger with high speed and good crossing will be a better winger than a winger with low speed, and low crossing.
