I would sign the young LWB from Estudiantes cant remember the name but can get for about 3m. Then would by Ron Zieler young GK has buy out clause about same price, then sign Wilson from united young STR turns into a beast.
 
I had Munoz and Bruno Inda Martins as a CB pair AWESOME!!
look at teams who have been relegated from Serie A. Premier league and La Liga look for some cheap players also look at free players who been released Sergi Roberto is a good DLP

michael Keane is a good DR/DC. Georigini Wijandum class Winger/AMC
 
In addition, I would play a more defensive formation. Pick up some really strong CB and a solid Anchorman.
 
Palermo is a great team to manage! Came 2nd by a point to leaders Juve in second season (having won the cup in the first). Munoz/Hernandez/Dybala are all gods.

Look for:

2 better gks: mattia perrin and loan Branescu from Juve maybe. Or Itumeleng Khune if still available.
raid the loan market for good players.
