Does it make it any easier if you choose a better past experience opposed to the lowest? Not in terms of finding a team to manage, just in terms of managing in general?

In a word: yes.

Your past experience probably helps in a few areas but mainly it helps when it comes to transfers. If you are a past international footballer players are more likely to want to play for you. It's all about reputation.

if you go into a EPL team with sunday league footballer as past experience, for example, then the players won't have any respect for you and will find it hard to motivate themselves

I'm managing Lille and I accidentally left my reputation on the highest, I'm running the league, 13 points clear and I don't feel like I'm acheiving much because of my reputation, only made one signing though, Isla from Udinese who were underacheiving anyway..

What them two said, really. Your assistant manager will tell you that 'players are finding hard to motivate themselves to play for you'
If you start out as International Footballer, I think you start off with Continental reputation.
