His technicals are GREAT, for a 20 year old... And his mentals as well. Some of them let him down (Obviously he's not an aerial type of player) but I was kinda shocked to see such a low composure and flair attribute.

That can't be it. It is only PA that is randomised by negative values if SI feels they don't know enough about a player ect. The CA is always set to a specific number, or given a value of 0 but AFAIK that normally means the CA is set to around only 50 when the game starts.

I have just checked him out in the editor and his CA and PA values are indeed static values.

His attributes in the editor, however, are set to 0 which means they are randomised at game start - limited by his CA obviously.
