Percentage of Transfer revenue

Hi,

What does percenttage of transfer revenue made available mean? Does it have anything to do with the amount of money put into the transfer budget after a sale of a player. Because I accepted an offer for Luis (not finalized yet) because I want to reinvest it somewhere else, but it says my percentage of transfer revenue made available is only 40%.

Correct, you will be able to spend 40 % of the money from that transfer.
