Picking a new save

So ive downloaded the 17/7/14 Update and im looking for a new save ive been looking threw teams and these are things i want...
1) Good youth set up/Facilities
2) A few good youth players
3) Decent finances
4) Okay transfer budget


Teams i dont want to be...
Premier league...Man United.Chelsea.Man ******.Lpool.Arsenal.Everton.West Ham.Newcastle.Hull.QPR.Palace
Championship...Leeds.Fulham.Norwich.Cardiff.MBoro.Forrest.Watford.Derby.HField

Ipswich. Starts with £3.5 million transfer budget.Good for youth brought the youth through such as Connor Wickham,Jordan Rhodes,Darren Bent and many other.
