If you have a low screen resolution then you will not be able to change Football Manager 2013 to windowed mode on the preferences screen. You will have to force the game to launch in windowed mode by following the instructions below:
Step 1 - Navigate to your 'Library' tab on Steam and right click on Football Manager 2013 and choose Properties.

Step 2 - Click on the 'Set launch options...' button.

Step 3 - In the text box that pops up enter this: -small_screen -windowed

Alternatively if you do have a high enough resolution then you can simply go onto the Preferences screen (SHIFT+P) and change the 'Window Mode & Resolution' setting under Interface to Windowed.
