Player has new stats in every save

Hey guys,
why do some players have different attributes in every new save?
I dont mean PA but their CA when the game starts. Had a player once with determination 20 and determination 4 in the other save^^
Does it have sth to do with my bad scouting staff?

They randomise a few attributes of some young players because of their own uncertainty as to how they will develop
