Yup:
You need to have the Editor downloaded from the Steam tools menu.
Open the editor and load the database.
On the side tab click on people and then bottom right you can click add player.
Then fill in any details you want and save
you will have to add the editor files when you start a new game
...There is probably a video on how to do this somewhere, it hasn't changed much over the last few years.
