Player ineligible for nation for no reason?

Hi,

any idea why this player is ineligible for Czech Republic?

1) Has not been capped by Brazil, is not declared for nation
2) Has Czech citizenship
3) Has played in the country for more than 5 years

I thought these were all the conditions, why can't I call him up?

I think you can talk to the player and ask him to commit to Czech Republic.
