Player registration problems

Having some problems registrating players in La Liga,

e.g. First team can only accept registration of 25 players, players age 19 & below do not need registration. The problem is if I have extra players in the team and I want to registate them in the B team, am I able to do so, so far it does not seems to work in my game.

I have the same prob with non-eu players, my team has 4 non-eu players and i've registered 3 of them. Are there anyways to play him in the first team? In fm09 we can register him for the B team so he can play for the first team but in fm10 i can't do this anymore. Any ideas ?
And if the player is a non-eu and he is under 19, does he have to be registered to play ? (2 of my 4 non-eu is under 19)
