Everton but i want to start one with city but home grown always holds me back

but the main idea is that one the deadline day has PASSed, then there is no in and outs untill it opens again.

i'm not bothered about making transfers outside the transfer its just i want to remove the player restrictions or have it be the same as the German league

if you want to remove the restrictions you have to edit the nation rules for that nation
