Player search/scouting

Just a quick question...
Do only scouted players show up on the transfer list/listed for loan?

Because when I choose to filter the players down to 4 star ability, only players that have been scouted come up? Is this right or should all players come up?

If you scout players based on their attributes or any other criteria, then non-scouted players will be shown as well. You may only know a handful of their attributes, but they will be shown. However, if you search for 4 star ability, then the only way that can be known is if you scouted that player as you must scout a player to know that information.
