Player wont sign

I get my offer accepted then they wont even let me offer them a contract, but when i tell the press i want to sign them or i admire them they say they would consider an offer if it came their way, is there anyway i can get round this and sign the player?

i want to bring more domestic players in and it's proving difficult

they dont let me even offer them a contract, they just say they dont want to join my club
