Since you can only scout for english players it's very easy to have 100% scouting knowledge. Just get a decent scout, and sign as many players with most stars as your budget allows. GK (consistent one and decent) is a priority.
Players who play in lower leauges often have negative PA and their half of their attributes are set in database to be quite random.
When you get to leauge 2, it is huge difference beacuse now you are professional and can scout UK&Ireland and players are keen to join you, so you may get some answers about good free agents to sign.
