You can loan most players out (this method has a 80% success rate) by listing the player for loan then about 2 game days later going back and offering them to clubs. Most of my Chelsea reserves are loaned and the only ones who are not loaned out have just joined the club. And I have even loaned players out joined the club in the same day like Santon and Sakho to Birmingham
