Players premnamently withdrawn from international?

I think ive withdrawn Rooney and Phil Jones so many times from international friendlies when being man u manager now im england manager i cant pick them even for competetive matches (world cup qualifies at the moment) i click on their names and look at international status and it says withdrawn from squad any ideas on how i can change this seeing as i have the world cup soon!
