Players strenghts and your tactic

I assume most of people here knows how the want their team to play, but when you choose a lower rep team in a first division league, its hard to have good players that are up to the task.

So my question is, do you build a tactics for your players strenghts? or do you build a tactics based in your thoughts about football? ex: if you like a more passing football, or a more fast paced type of game.
 
Have more than one tactic, have one for the style you want your team to play & another tactic to suit what you have in your team.
 
I prefer attacking and short passing football, but I don't use the same tactic with two different teams. I also adapt the role based on the player, no exceptions.

For example, if I have a wide player that is pretty fast, has good anticipation and off the ball but doesn't have very good dribbling, I keep his runs from deep on always but his runs with ball on sometimes. Same thing with through balls and the player's creativity.
