Porblem Downloading files?!

Any file i seem to download on this site seems to come down at a maximum size of 250kb. I tried downloading the english lower leagues add on and it downloaded in 2 seconds wid jus 3 files which opened in notepad.. My friend downloaded this file fine.. this happens to everything i download off here any help would be appreciated

Do you have winRAR installed?

Also the England patch is only 270KB as it's a zip file which contains an XML file.
