Possible To Give Celtic A Very Large Wage's?

Hey all, was wondering is it possible to change Celtic or any club for that matter wage budget? i have went into my editor and changed celtic's budget too like 1 millon.. but when i play the new DB i made it's still the same.. anyone got any idea's.. i was thinkin mabey i need to geif Celtic a new chairman? help plz :S
