Possible to modify team roles in downloaded tactics?

I have noticed that some tactics instructions ask you to modify philosophy, strategy etc Are these options only available for tactics that are created in the tactics creator? I guess the non classic version of tactics?

Yes, the classic mode don't use preset settings, roles etc.
