Potential and Current Ability Question

On my Tottenham save Gabriel Barbosa is 20 years of age with very good attributes. On genie scout his current ability is 163 and his potential ability is 163. Does this mean that his attributes will no longer increase and he has now at the age of 20 reached his full potential? Or will his attributes continue to increase while his CA and PA remain stable?

If his CA matches his PA, then his attributes won't increase as there's no CA left. The player has reached his potential.
