Wondering if anyone can clarify this; in my first season with Celtic in the SPL at the January transfer window. Looking to sign players on a pre-contract as I have no money to spend.
I am able to offer pre contracts to players who are with teams outside Scotland and England (not tried the other home nations), however am unable to offer pre contracts to players who play for clubs in the Championship or EPL.
Im aware that clubs are unable to sign players on a pre contract if they are from the same country but was of the opinion that cross borders would not be applicable?
Any help?

As a follow up to this, I added a new manager in the January to a Spanish team and it remained the same, I could not sign players who were based in England on a 6 month pre contract.
Can anyone confirm then that English clubs have added protection in their players contracts than the rest of Europe?
