Premier League Player Registration

I am starting a new game as Crystal Palace manager and I have looked to register Zeki Fryers in my 25 Man Premier League squad but whenever I confirm him in the squad he is still appearing as "UNR" or unregistered.

On the attributes screen it says that he is not registered for the Premier League, FA Cup, Capital One Cup and then it says that he cannot be registered.

When I hover over the "UNR" button the squad seen it says that he cannot be registered until the current transfer embargo is lifted...but I am not under a transfer embargo.

Can anyone help? :'(

I'd restart the save, looks like a bug to me
