Premier League Registration

Having trouble with the whole registration business for the Premier League - it says players under the age of 21 don't need to be registered, but the home-grown players under 21 don't seem to be counted towards the home-grown player limit? If I give them a shirt number then it does, but otherwise not. Is that normal? Help would be greatly appreciated.

yes it is normal. You dont have to register U21 players but when I dont have enough home grown players I register them anyway to beat the system
