i got unexpectedly promoted first season and was in a similar position to you needing a new team.

Goalkeeper- Predrag Rajkovic-around 6 million, benoit costil -free but big wages
DC - i picked up harry Maguire for around 800k, hugo basto, frederico Venancio where cheap and good enough. =
Left Back- Antonio luna afonso figueiredo where both cheap
Right Back- Javier Manquillo 3million, santiago arias
ML&MR i played with wingers but Hernani at porto is worth a look
