Private transfer

Hello everyone. I'm playing Fm2009 version 9.3.0. When I want to make an offer to a player, there should be ( as my friends say ) an option as; private or public, for other teams would be imformed or not. But I couldn't see an option like this yet. However some clubs could make me private bids, so there must be an option for me too. The problem is only one way; I can't make private transfer offers. The same problem occured in the 9.2.0 version. I can post a screenshot here if you'ld like. I wonder if there are certain conditions to make a private transfer bid, am I right ? I've googled it few times but I couldn't find anything. I would be glad if you help. Thank You.

You could make private in 08. But It hasent been available for me in 09.

i have never seen a private transfer for years, i remember it but it hasnt been a feature since god knows when.

If a player on your shortlist gets a bid you find out always, i have never seen a player join a club without me knowing about it.

p.s can anyone remember when private transfers were about ??

But how do other clubs could make a private offer ? I can see the offer is private and I can't change it. I've seen this several times in 09
