Problem with work permission

So, I signed a non-EU youn african player, he got work permission and joined my team. But then he couldn'y play a game beacause of... work permission. I don't know what to do with this. I read somewhere else, that i should send him on loan to some of the EU countries where work permission is not necessasry. He went to Belgium for a season, came back and still couldn't play. Hope you will help me. Thanks.

He has to stay and play in Belgium for 3 years I think.

if he plays 75% or more of his countries international games in two years he might get a permit, so keep offering him new contracts every now and then.

Yea, he's 18 and plays every game in the youth national team. Thanks for help.
