Problem with work permit

I'm in the Championship and I'm trying to sign a 19 year old American striker but he keeps failing to gain work permit. Is there anything I can do for him to get the work permit? The board said they would try and find a feeder club to help with work permits but they couldn't find one. Is there any other way?

he has to have a played in a certain % of his national teams matches over the previous year. So in that respect you can't do anything. You could buy him and wait a few years until he gains British citizenship.
