I increased the transfer budget to 100 million euros and the wage budget up to another 5 hundred thousand remaining. I'd say you need to change the club's balance as well as the budgets

It's all well and good to change the transfer and wage budgets but the board won't allow you to spend it if there's no money in the bank.

Adjust the clubs balance otherwise you'll end up with a huge amount of debt.
