Protracted Club Takeovers / Transfer embargos

I am curently playing as Leeds Untied and in Novemeber 2010 a club takeover started so in December 2010 a transfer embargo was placed on me which i can understand but the problem is i am now in July 2011 and the takeover still isn't complete so i am unable to sign any players at the minute.

Is it right that it should take this long to complete or is this a bug / problem with the game
