Questions about building 'Ultimate teams'

I know there has been many threads saying about this.

I was just wondering about the rules etc. of building your own 'ultimate team'

1.) Do you edit the transfer budget at all?
2.) Can you start off in lower leagues or higher leagues?

Just wanted to get your opinion's on this.

What do you mean by ultimate team? Like being in Premier league and have rooney and all world class players etc?

Yes, a bit like that, buying your favorite players slowly with someone like Blackpool etc.

It's not like 'Building your Ultimate team' is a sport. There are no rules because it's not a thing.

Edit every good player into your team, it's your game.
