Don't know how to make them but I found this in the download section,

Create nation rules for Denmark. (select add leagues or cups to current setup and find Denmark) Then in the division section select the superliga. The last box under the general tab says "Use specified fixtures," tick this box. This creates a new section below the superliga in the nation rules on the left. Then have at it.
