Regens in non-playable leagues

I have seen people talking about scouting a regen from e.g. Cyprus. When I play FM there don't appear any regens in Cyprus at all. The teams from those countries don't even have a youth team. Has anyone got an idea how to make sure regens are created in those countries as well? I've also read about people making those leagues themselves, maybe that's the way to let them come into the game, but I am not sure.

Maybe a longshot, but if you have a staff member with scouting knowledge of Cyprus you may get a Cypriot regen.

It is not really about getting someone from Cyprus in particular, it was just an example. But my question is, is it possible that regens are created in countries with non-playable leagues?

I've seen regens come out from Estonia, Japan, Cyprus, Latvia, Africa (all of it) so i don't see why it shouldn't. In my game Sporting have a Cypriot and Lyon have a Japanese.

I was merely using the same example. I've even had european regens spawn in South America (albeit with dual nationality) so I assume you can get regens from any nation in particular.

Yeah you can. In my saves i only load England, Spain and Italy usually. Iv gotten good regens from Serbia, Brazil, USA even an Andorran before. Its completely random. However the best Regens tend to be from the most prolific nations. eg. South American, Spanish, French etc.

how do you think we get Morroccans, Ivorians, Tunisians, Nigerian etc etc when there is not even an option to load any African nations as playable besides SA?
