Regens not wanting to sign for my club?

Playing as Norwich and just finished the first season, getting norwich promoted to the premiership. But every time i try to sign one of the good regens, they say "My client isn't currently interested in entering contract negotiations with your club".
Is this because my team hasn't got that much reputation or aren't playing in the top half of the premiership (media prediction is 18th)? Or is it a bug?

its probably your clubs reputation, even though you're in the prem your rep wont be massive due to how long they have been away from prem...
The good regens are likely to want to stay at their current club for first couple of seasons to develop - only likely to be intereted in moving if a massive club is interested

your team is not good enough for the ambitions of the regens as well as your Facilities etc etc, many different reasons why... they will be wanting to join the Tottenham's and Liverpool's
