All regions... Every region will have generated players provided you are far enough in and depending on database size.

Some will have more/better than others of course.

They appear in random regions, easy way to search for new ones is to put some filters on.

Regens come in around the ages of 14-17 normally. Top ones will normally have some value, between 500,000-3 million placed on them. New ones also enter the game on June 25th each year, however they will take a little time to appear on your players list. Alternatively if you have the time and are desperate to snap them up before anybody else gets in, you can go through the tedious task of looking at most of the major European teams individually. This is of course if you have mask attributes turned off.

Hmmm now you mention it, I am not sure if that's for all. They come in each season and thats the intake for new youth players in the UK. I am unsure about leagues such as Russia, when they have the intake. This is where they are introduced to each domestic league in the game.

Players from obscure leagues can sometimes take a year or so for my scouts to pick up on.
 
Has anyone ever took in a world class regen through their own youth intake? Just curios, maybe i should start a thread...

ive had one wonderkid gk come through my ranks, though i had a policy at the time of only buying star names and sold him for something silly like 8m - never mind asenjo did the job well enough lol

It is more than these about the list of clubs that always produce a good regen. The regen actually presented start in season 2009-2010. You just go to Big Clubs and see their player ages in 1st team squad. If there are player under 20 in 1st team squad, they actually are the good regens.
