Replacing Arteta

I am allmost finished with my first season with everton and finished 6th in premiership. Arteta has asked to leave for a bigger club and i have agreed. He was the grit in my midfield all season and finished the season with an average if 7.84 so i need to replace him prefrably with a younger player (25ish) would be great.

I have about 14 million to spend.

Tiago from Barcelona is similar player to Arteta. But I think your best bet is Frimini ( only 1 million).
