Reserves team in playable league - player development and operating expense

I'm currently playing with PSV as I wanted a break from my usual difficult challenges, and wanted to see if I can have a real go at youth development. My reserves play as 'Jong PSV' on the 2nd level in Holland.

My staff is recommending loaning out youth players and the training reports often say that they need first team football to develop. Now some of these are good enough to be loaned out to ere-divisie teams, but some end up at jupiler league clubs, the same level as my reserves.

I have noticed I can't both keep jong PSV in the jupiler league AND loan out my hottest prospects unless I keep a bunch of players around to strengthen jong PSV, who are never going to be good enough for my first team.

I am wondering now:
- is it true that youngsters would learn more being on loan at a club where the 1st team plays jupiler league and thus there is more pressure on their performance?
- if the former is true is it really worth it trying to keep the reserves in the league, or is it just a waist of money?
