Assuming it's a title chasing club, if you're looking for long-term winger, you can take my tactic of raiding Barca youth and get Gerard Deulofeu for about £10 mil. He can be quality if ur prepared to give him a lot of games.

On topic, for a decent team, Pablo Piatti is usually listed for less than £5m, can play either wing and up top and is only young. Bit more than that, could buy Gabriel Torje or Miralem Sulejmani, probably both for less then £10m. Gaston Ramirez is a buy or ~£15m.
