saving tactics

how do i save a tactic?
i spend time creating a tactic. i go to save it it in the tactic file. nothing seems to be an issue. i quit the game and start again. new game, go to tactic screen. choose desired tactic from the folder select load and i get file could not be loaded. why is this? what am i doing wrong?
