Scout report

Hello All,

Could someone please answer/explain this to me....

I like to sign players that my scouts recommend but one thing I don't quite get is this.....

I'm looking for a central midfielder to sign now but for the last few reports i have asked for they come back with ''Might be worth keeping an eye on his development'' which does not really tell me if they think I should sign or not!

I don't want to keep an eye on him as I'm looking to sign someone now not later so would you sign someone that gets this report?

Please refrain from saying don't listen to scouts because I want to, it's a personal test I'm doing to see how good my scouts are.

It means, keep an eye on them. The scout doesn't know enough yet to make a recommendation. You can still make up your own mind by taking into account the report, star ratings and everything else you know about the player?
