Scouting europe being a smaller team

Hi all!

I've just started a network game with a good friend. We chose League One, my team being Southampton FC.
I think it's a great club and a really fun challange, but my main problem is my limeted scouting abilities/opportunities.

Sometimes it's possible to scout in france, but not always. Scouting in Scandinavia is impossible, How come? Any ideas?

you have restrictions, simple...:wub:

it costs money to send scouts on expiditions, travel, accomodation etc etc, smaller clubs cannot have that expence, they have different priorities...
