Scouting Knowledge and Known Players

When having full knowledge of a nation should i be able to see every player from that nation when searching for players.
I have full knowledge of Brazil. I got this from Brazilian scout and staff. When i add filters to search for Brazilians aged 15, none show up. Realistic transfers is not ticked. I know there are 15 year old brazilians in game because looking through teams in brazil shows their are loads.
So i was just wondering if full knowledge of a country shows up all players in that country
