How do I go about setting up scouting properly?

I really want to scout Germany, Spain and England (I am Arsenal) extensively. But I go to assignments and picked Germany, it lasted just one day..

How do I keep scouts in certain countries and how to get them to stop scouting countries like Cyprus and Greece. They are finding anyone and they are pointless countries.


So yeah can someone help me, or link me to a helpful way of scouting please?

In "Staff Responsibilities", have you set yourself to assign scouting assignments? If not, whoever has been told to set them probably cancelled the Germany assignment.

To be honest, as long as you have a good Chief Scout, I'd just let him set the assignments
