Scouting - world knowledge

I've noticed that when I set a scout to scout a nation that their knowledge slowly drops over time from 100% when they're finished to 0% unless I keep making them re-scout that nation when their knowledge is dropping.

I feel like in the past once a scout had 100% knowledge of a nation it didn't fall, or am I mistaken? Is it to do with certain stats of the scout?

Any help would be much appreciated!

not sure if it used to drop but it makes sense for it to drop if your not re scouting. with new regens coming in every year and players being transferred into and out of the nation the scout will need to update his knowledge regularly to stay at 100% knowledge.
